Organic Cosmetic Formulation

Organic is one of the most misunderstood words on a beauty label, so this page sets out what it means in practice, what it requires from a brand, and where the line runs between an organic formula and a certified organic product.
Three different claims that sound like one
- Made with organic ingredients. The formula contains certified organic raw materials. This is a description of the formula, and it is supported by the certificates of the raw material suppliers.
- Certified organic product under the USDA National Organic Program. The finished product carries a certification issued to a specific operation by an accredited certifying agent, with a percentage threshold and a certifier named on the label.
- Organic as a marketing word. Used without documentation. This is the version that causes trouble with retailers and regulators, and it is the one we will not write onto a label.
What USDA organic certification actually requires
The National Organic Program certifies operations, not intentions. Each handler in the chain that processes or packs the product has to be certified by an accredited certifying agent, organic materials have to be segregated from conventional ones, and the paper trail has to run from the farm through to the finished unit. For personal care, the threshold matters: products at 95 percent or more certified organic content can carry the USDA organic seal, products at 70 percent or more may state "made with organic ingredients" without the seal, and below that, organic ingredients may only be named in the ingredient list.
One point worth being careful about: certification under the National Organic Program is granted per certified product, not as a blanket status for everything a facility makes. A certified facility means the quality system, the segregation and the record keeping are already audited and in place. It does not automatically make your product a certified organic product, and any manufacturer who tells you otherwise is skipping a step.
The practical obstacle is usually water. Water cannot be certified organic, so a product that is largely water, which most creams, lotions and shampoos are, cannot reach a high organic percentage no matter how good the botanicals in it are. Anhydrous products such as oils, balms and butters get there far more easily.
What we do
We source and formulate with certified organic raw materials, we keep the supplier documentation that supports an ingredient-level claim, and we run the same testing and batch documentation we run on every product: microbial testing, preservative efficacy, stability where required, and a certificate of analysis with a full batch record on every run. Claims are reviewed against the documentation before artwork is printed.
Under MoCRA, the brand is the responsible person and holds the safety substantiation file. If you intend to carry a USDA organic seal on the finished product, you will also need your own certifying agent, and we will work to the requirements that agent sets.
Working with us
Custom formulation development starts at $1,000 per formula, benchmark matching at $1,500, both with two revisions, a production-ready formula and a sample shipped in the United States. Minimum order is 5,000 units per SKU, runs go to 50,000 and above, and a first production run takes 10 to 12 weeks from approved sample and deposit, with reorders at 6 to 8 weeks. The quote is one finished price per unit, packed and ready to ship.
Our facility
Our facility at 2021 Sunnydale Blvd, Clearwater, Florida is FDA-registered and NSF-certified under NSF/ANSI 455-2, certificate C0681369-HSCDS-5, valid through May 27, 2027, and production runs at a USDA Organic certified facility. Cosmetic production runs in the same facility, under the same quality unit, with the same batch records and release documentation. Certification under NSF/ANSI 455-3, the cosmetic standard in the same series, is planned at our next audit. We are MoCRA compliant and manufacture in the United States.

Can you formulate with certified organic ingredients? Yes, across skin care, hair care, body care, oils and liquids.
