Turnkey Cosmetic Manufacturing: Formulation to Filling

Vaulabs takes a product from an idea to finished, packed units under one roof in Clearwater, Florida. Turnkey here means a specific thing: the formula is developed in our laboratory, the packaging is sourced and tested by us, the testing is run and documented by us, and the product is filled on our own lines. You receive one finished price per unit, packed and ready to ship.

What "turnkey" should mean, and what it often does not

The word is used loosely. Some manufacturers call a project turnkey while the brand is still expected to buy its own bottles, arrange its own testing, and manage a separate decorator. That is coordination work handed back to the founder, usually at the point where a launch date is already committed.

The practical test is the quote. Ask whether the number you are given covers components as well as what goes inside them, and which tests are inside it. Ours is not broken apart into product and packaging. Microbial testing and label compliance are already inside the unit price. Formulation development, stability testing and dermatological safety are quoted separately, because not every product needs the same set.

The steps, in the order they actually happen

  • Brief and benchmark. Target consumer, product type, texture, key ingredients, exclusions and claims. If you have a product you want to match, we work from it.
  • Formulation. Development in our own laboratory, $1,000 per custom formula, $1,500 for benchmark matching, both including two revisions, a production-ready formula, and a sample shipped to you in the United States. First sample in two to three weeks, revisions in one to two.
  • Packaging. Components sourced and quoted, then tested for compatibility with your actual formula before tooling or a component order is committed.
  • Testing and documentation. Microbial testing, stability where required, preservative efficacy, dermatological safety where the product calls for it, INCI disclosure and label compliance review.
  • Production. Filling on four automated lines, with low speed, hot and cold fill available, and capacity above 400,000 units per month.
  • Release. Certificate of analysis and full batch documentation with every run.

Timelines and minimums

A first production run takes 10 to 12 weeks from approved sample and deposit. A reorder takes 6 to 8 weeks. The difference is not effort or priority; it is that development, packaging compatibility and artwork review do not repeat. What is left on a reorder is buying the same materials again and finding a slot on the line.

Minimum order is 5,000 units per SKU, and OTC formulas start at 10,000. Production runs range from 5,000 to 50,000 units and above per SKU.

Where turnkey is the wrong answer

I want to be careful here, because a single supplier is not automatically the right structure. A brand with an established formulator it trusts, or with packaging relationships already negotiated, may get a better result splitting the work. What a turnkey partner removes is not cost, it is the seams between vendors — and seams are where launch dates are lost, because each party can honestly say the delay came from somewhere else.

What we have come to believe is that the seams cost more than founders expect on a first launch, and less than they expect on the fourth.

Our facility and standards

Our facility at 2021 Sunnydale Blvd, Clearwater, Florida is FDA-registered and NSF-certified under NSF/ANSI 455-2, certificate C0681369-HSCDS-5, valid through May 27, 2027. Cosmetic production runs in the same facility, under the same quality unit, with the same batch records and release documentation. Certification under NSF/ANSI 455-3, the cosmetic standard in the same series, is planned at our next audit. We are MoCRA compliant and manufacture in the United States.
